Shimla:- The Government of Himachal Pradesh is committed to improving the quality of school education in the State through the strengthening and gradual expansion of Government CBSE affiliated schools and strengthening of other Government Schools affiliated to HPBOSE as well. At the same time, the Government is equally conscious of protecting the service interests of teachers already working in Government schools and ensuring that students do not face any disruption in their academic activities. In view of certain doubts, representations, and queries received in this regard, the following detailed clarifications are being issued in public interest to ensure transparency, continuity, and confidence among all stakeholders.

 

It is clarified that in-service teachers presently working in Government schools who are selected and posted in Government CBSE-affiliated schools shall continue to enjoy full protection of their lien in the parent cadre. This means that such teachers will not lose their existing service rights, seniority, or continuity of service merely because they have opted to work in CBSE schools. Their posting in CBSE schools will not adversely affect their future service prospects, and they shall continue to be governed by the applicable Government rules and instructions relating to lien, tenure, and reversion etc. This assurance has earlier been given by Hon’ble Chief Minister of the State, to remove apprehension among teachers and to encourage experienced and capable teachers to contribute to CBSE schools without fear or uncertainty regarding their service conditions. Now, Government has issued notification today in this regard.

In order to ensure that teachers posted in Government CBSE schools are academically prepared for the CBSE curriculum and assessment system, a screening test has been introduced for in-service teachers. The screening test is being conducted by the Himachal Pradesh Board of School Education. In view, that no eligible teacher is deprived of the opportunity to participate in the screening process, the Government has decided to extend the last date for submission of applications for the screening test. The application process, which was earlier notified, shall now remain open uptill 05.03.2026 without any late fee. This extension has been provided to accommodate and ensure maximum participation of eligible candidates.
It is further clarified that, as a matter of policy, teaching posts in Government CBSE-affiliated schools shall first be filled from among in-service teachers on the basis of their merit in the screening test. This approach reflects the Government’s intent to make optimum use of trained and experienced teachers already serving in the Government education system. Giving priority to in-service teachers ensures academic continuity, institutional stability, and effective functioning of CBSE schools from the very beginning. After completion of the process of selection of in-service teachers on the basis of the screening test, if any teaching posts remain vacant, such vacancies shall be filled through direct recruitment. This step is intended to ensure that no sanctioned post remains vacant and that teaching and learning activities in CBSE schools are not affected due to shortage of staff.
It is also clarified for the information of students, parents, and school authorities that if any Boys or Girls Senior Secondary School has been declared as an examination centre for the current year Board examinations and such school has been merged with another school under recent Government notifications, there shall be no change in the examination arrangements. The Class 10th and Class 12th Board examinations shall be conducted in the same school campuses as per the past practice of the State Board. This clarification has been issued to ensure that students do not face any inconvenience, confusion, or last-minute changes with regard to their examination centres.
The Government remains committed to protecting the interests of teachers, ensuring uninterrupted conduct of Board examinations, and improving the overall quality of education in Government schools. All stakeholders are requested to cooperate and extend their support in the effective implementation of these decisions, which have been taken in the larger interest of students and public education in the State.
